Telegram is a cloud-based instant messaging service developed by Telegram Messenger LLP, a privately held company registered in London, United Kingdom, founded by the Russian entrepreneur Pavel Durov - Wikipedia.

Russia's telecommunications regulator, Roskomnadzor, has recently blocked a wide range of internet Protocol addresses, that belongs to Amazon and Google, in efforts to get rid of Telegram.
The ban was resulted after Telegram was ordered to comply with laws that require the company to hand over decryption keys to user messages to a Russian spy agency. The company - Telegram - refused to hand over encryption keys, which it said does not even exist to begin with.
The result of Telegram refusing to comply, lead to Roskomnadzor going through every effort to block the messaging app from the company in Russia.
Telegram responded to the ban and switched to Amazon Web Services to avoid the block and keep the service alive for those who use it, but Roskomnadzor responded by banning access to IP addresses belonging to Amazon, a total of 655,352 Amazon IP addresses has been blocked, according to TorrentFreak
Roskomnadzor also requested that Google and Apple remove the company's mobile application from their respective app stores in Russia. APKMirror also received a request from Russia to remove the Telegram app in Russia.
Roskomnadzor's effort in the Amazon IP bans failed to take Telegram offline, however, so it went ahead and blocked millions of IP addresses belonging to Google.Inc
In total, 17.1 million IP addresses were blocked in Russia, affecting the country’s banking and retail sectors that rely on Amazon and Google’s cloud services. Users in Russia reported that Telegram still remains online.
